Belarus has 7 top-level administrative units: six oblasts (Brest, Gomel, Grodno, Minsk, Mogilev, and Vitebsk) plus the capital city of Minsk, which has a special status equivalent to a region. The current structure was established in 1960.

Gomel Region is the largest oblast in Belarus by area, covering approximately 40,361.66 km² (15,583.72 sq mi). Minsk Region and Vitebsk Region follow closely at about 39,912 km² and 40,050 km² respectively.

Among the seven top-level units, the city of Minsk is the most populated with around 1,992,862 residents (2024). Among the six oblasts, Minsk Region is the most populous with about 1,460,289 people, followed by Gomel Region (≈1,338,617) and Brest Region (≈1,308,569).

Each oblast is named after its administrative center: Brest (Brest Region), Gomel (Gomel Region), Grodno (Grodno Region), Minsk (Minsk Region), Mogilev (Mogilev Region), and Vitebsk (Vitebsk Region). The city of Minsk simultaneously serves as the national capital and the administrative center of Minsk Region, while having its own separate special status.

Minsk is the capital of Belarus and is administered as a separate top-level unit, on par with the six oblasts, rather than as part of Minsk Region. This special status reflects its role as the country's political, economic, and cultural center. It is also the most populous unit in Belarus, with nearly 2 million residents.

At the second administrative level, each oblast is divided into districts known as raions. Raions are further subdivided into rural councils (selsoviets), cities, and urban-type settlements, forming a three-tier administrative hierarchy below the regional level.

The ISO 3166-2:BY standard assigns codes to each top-level unit: BY-BR (Brest Region), BY-HO (Gomel Region), BY-HR (Grodno Region), BY-MA (Mogilev Region), BY-MI (Minsk Region), BY-VI (Vitebsk Region), and BY-HM (the city of Minsk).
